As part of its remit to build evidence on innovative approaches to develop better, more dynamic ways of tackling both acute hunger and chronic, predictable vulnerability, the Regional Hunger and Vulnerability Programme undertook a pilot project to see how vulnerable people benefit from cellphones.
The 2009 SADC Regional Vulnerability Assessment and Analysis (RVAA) Programme Annual Organization Meeting (AOM) was held in Livingstone, Zambia from 1st to 4th December 2009 at Zambezi Sun Hotel. The main objective of the AOM was to share experiences and challenges during 2009 by the participating agencies of the RVAA Programme which include National Vulnerability Assessment Committees (NVACs), the RVAA Programme Management Unit (PMU), and the Regional Vulnerability Assessment Committee (RVAC). The RVAC comprises International Cooperating Partners (ICPs) and the SADC secretariat. Apart from sharing experiences, the NVACs presented their work plans for 2010 while the ICPs presented their activities and areas of possible support to the NVACs during the period 2010.
International interest and investment in famine early warning and emergency assessment tends to be cyclic: a gross failure to predict and assess a famine is followed by adverse publicity and in turn a surge of investment in systems to ensure better future performance.
